Explainer: Quebec’s prayer restrictions are now in effect. Here’s how they work


At Concordia University, there are no longer any spaces set aside for prayer. At the STM transit agency, meditation and yoga remain permitted in employee reflection rooms, but religious practices are not.

Those distinctions are now part of the application of Quebec’s strengthened secularism law. Bill 9 was adopted in April, but a key provision that took effect Sept. 1 prohibits individual and collective religious practices in premises, buildings and grounds under the authority of institutions covered by the law, subject to specific exceptions.
